Meet Shannon Singleton

Shannon Singleton has spent her career helping people facing homelessness, housing instability, violence, and other barriers to opportunity. After moving to Portland in 2007, she earned a Master’s degree from Portland State University and went on to lead JOIN, helping thousands of people move from the streets into housing. As a senior advisor to Governor Kate Brown, Shannon later led Oregon’s Racial Justice Council, working across state government to advance equitable policies and services. Before becoming a Multnomah County Commissioner, she led community engagement on major federal transportation investments, advocating for equitable access and good-paying jobs for Oregonians. Shannon brings more than 20 years of experience in housing, equity, community engagement, and public policy to her work serving Multnomah County.
